Hubzilla, they usually follow you back. They have to do so because it's part of letting you follow them.
But they don't necessarily
actually follow you. Hubzilla has such extensive permissions settings that they may be mutual connections and still reject your posts. Or your replies to their posts or DMs from you, for those are separate settings.
