tend to lack a CW. That's because Hubzilla doesn't have Mastodon's CW field, and thus, it doesn't have Mastodon's CW culture either.
That is, it
does
have that field. But the field is labelled "Summary" and not "CW". And it's for summaries for longer posts.

Now, Hubzilla didn't repurpose Mastodon's CW field for summaries. Hubzilla was there well before Mastodon. It was Mastodon that repurposed GNU social's summary field for CWs. Hubzilla has simply been using that summary field for summaries all the time.
And Hubzilla's culture has been around since before Mastodon wrote "CW" on the summary field.

Well, Mastodon's CW field is proprietary; it abuses the subject field of ActivityPub. So, Hubzilla does not have subjects. If it had, Mastodon would mistake them for a CW.
If we want CWs throughout the Fediverse, we first need a FEP for it, and then both Mastodon and Hubzilla could implement it.

So, Hubzilla uses the field more or less correctly, while Mastodon abuses it for CWs.
ActivityPub does not have a field for CWs. A proposal for such a field would be needed, so all apps could then implement it.
Abusing the ActivityPub "subject" field for CWs is one of Mastodon's many proprietary anti-features.
