Are there any sets where you don’t start the design skeleton at common, I.e. commander legends, planechase, master sets (sets built focused on cards in higher rarities)?We start design by coming up with the larger themes and mechanics. Usually when we start putting the set together, we begin by making the commons. A mechanic working at common is usually a good sign that it will fit the structure of a set.
