Wow, I remember this site from way back. I think I was receiving e-mail updates from it where Cecil would answer various questions. Back then we did not have Google Search at all, so this was a very useful reference.
I suppose sites like Reddit have eclipsed it to a large extent today. It still follows a bulletin board type format, a bit like early Yahoo also had directories of categories instead of Google's single line search box.
