how the hell does one need multiple semi-automatic riffles with 1000s of rounds for "self-defense" within their home? And why can't people who want weapon, go through background check, pas a mandatory test, have a liability insurance and annual inspection that is only valid in the state they live in? They want to have guns for self defense, fine, get a license and registration, insurance and annual inspections and renewal of the insurance for each weapon.

If you need lethal weapons for "self defence", something's seriously wrong with your society. Defence from what, a burglar? An angry man in a bar? "Zee Germans"?
FFS, by arming everybody, you create a society in which "the quickest gun in the west" will win, whomever shoots first wins.
Imagine how life would be for the police, if they have to consider that everybody they pull over, can pull out a gun and start shooting. Oh, wait...

Scratching the 2A altogether would indeed leave a gap that individual states would have to fill, I never even thought of that. So instead of dropping it, I would recommend changing it into something that is fit for the 21st century.
In the 18th century fire arms were something totally different than what they are today, but the law hasn't evolved in any way. Sure, changing a constitution is difficult (that's the point), but it can be done and has to be done from time to time.
Laws are there to serve the people, not the other way around. So if a law is no longer beneficial, it should be modified. That's what we call progress. And yes, that would change America.
But America, like any other county, changes continuously. And legislation should change accordingly. Jim Crow is no more, and that changed America, to name just one example. You can't stick to outdated laws "because it's written", that smells like religion to me. We don't burn witches anymore, or throw homosexuals in prison, because laws have changed overtime.
