It keeps its existing federation running, but it rarely adds something new. Otherwise, it would have introduced connectors to Mastodon and Pleroma before ActivityPub when they were still walled gardens, and there would be on-going work to federate with Bluesky and Nostr right now.

I’m excited as it may help a retrocomputing-related charity I work with to edge into the Fediverse (they use Discourse for their forums). Once this happens, I’ll push for their own Mastodon instance, etc. and exit from Twitter.

By the way, this announcement per se isn't new.
And you shouldn't get your hopes too high. This won't be full-blown, bidirectional federation between Mastodon and Discourse like Mastodon is fully and bidirectionally federated with Friendica.
This means:
Discourse will only announce new threads via ActivityPub by federating the first post. It will NOT federate any replies, and you will NOT be able to post to Discourse.
You will still need a separate account on that particular Discourse forum. The ActivityPub federation only serves to notify you of new topics, but if you want to participate, you still have to visit the forum itself.
Also, you will be able to follow categories in Discourse forums. You will NOT be able to follow users.

Close to the latter.
But it's understandable. Discourse is a forum platform. If people were able to use Discourse forums without actually using Discourse forums, moderating them would become a nightmare.
For example, forums with somewhat decent quality standards have a rule against sock puppets, i.e. everyone is only allowed to have one and exactly one user account. If the mods discover that someone has sock puppets, they will perma-ban both all sock puppets and the main account.
With what amounts to outsourced third-party user hosting, namely the ability to participate in discussions on Discourse forums with accounts elsewhere, e.g. on Mastodon, this rule will become nigh-impossible to hold up in the first place. After all, even the admins can't see whether a new connection from somewhere in the Fediverse belongs to someone who has previously participated through a different account.
And if they could see it, you couldn't move between instances (or, if you're on a nomadic project like Hubzilla or (streams), switch your main instance) and then still use that forum. How should the forum admins and mods possibly know that you've actually switched instances without keeping your old identity on the backburner as an anti-permaban sock puppet?

That would be hard, yes. You’d have to allow-list people selectively — manually choosing your forum members from the fediverse just like you can choose your followers.

It limits the usefulness solely to announcement threads and nothing else.
Any thread that has subsequent updates or multiple parts (such as stories & interactive fiction) is ill-served by that.

A downside of federating each and every post through ActivityPub would be that one very active Discourse forum will quickly clutter your timeline/stream. Like, whenever someone replies with a fullquote and "+1" or a smiley, you get a post. Or whenever someone replies to the "Can this forum count to 1,000?" thread or similar post-count-harvesting threads in the off-topic area (if this is still allowed on your typical Discourse forum), you get a post.

That would also help mitigating the deluge on other implementations that do not implement any reasonable kind of hierarchical conversation display.

Although even with the examples you've given... you'd really only get those if you subscribed to them.
Unless you mean the public timeline, which is already unusable for me.

That could be possible, even though it meant that a new actor and thereby a new "Fediverse user" will be created with each new thread.
I hope that Discourse will set up its Nodeinfo in such ways that not each actor counts as a user, only actual registered users.
