The super rich might, but they'd have to be willing to make a sacrifice for once in their lives. America has enough money, it is just poorly distributed. It would help the economy enormously if you gave money to those who don't have everything yet and could finally afford a dignified life. But who wants that? Americans probably don't. Otherwise they would choose differently in politics.
So yes, there is a way to "wave a wand". But it would cost the rich, so they won't do it.
