Wow, cool overview. I am surprised that the Australian app is the less invasive one of them all. Which, I must admit, I did not expect. Actually they seem to have found a compromise, though they too are not without issues. The collected data reside on the individual phone, only if you are diagnosed positive you are asked to
voluntarily
upload your data for analysis. And this is where things get a bit muddy. The servers in question are AWS hosted, and there is
a discussion if that is safe enough
or if Amazon could be forced via the
Cloud Act
to hand over all the data to the USA for example as part of a
subpoena
. The problem is that Australia is not yet recognized as a "qualifying foreign government" (yet, negotiations are under way).
This actually peaked my interest. I tried to find some information on Germany and found ... little, nothing if we are or are planning or are not planning (and if not, then why not) to become a "qualifying foreign government", whatever that may actually mean. In case that means to sign over such data it won't help at all, just make everything even more in-transparent than it already is.
This (German language) article from 2018 adds some interesting perspective to the whole issue. I don't know what could have been resolved by now, what solutions have been found. As of 2018 they wrote that even
even hosting Office 360 at Telekom servers
would not protect that data from the USA Cloud Act. On the other hand they are protected by European DSGVO. Which means, as they put it back then in 2018, companies could only chose which legislation they preferred to break.
